The Leader of Tender Section / Tender Manager is responsible for managing the overall
tendering and estimation process, including tender document review, cost estimation, BOQ
preparation, quotation comparison, vendor coordination, and tender submission. This role
also supports strategic pricing, customer negotiation, and team supervision to ensure tender
proposals are completed accurately, competitively, and within the required timeline.

1. Tender Management
· Manage the overall tendering process from document review to tender submission
· Review tender requirements, specifications, drawings, and related documents
· Prepare tender schedules and ensure all tasks are completed within the required timeframe
· Prepare tender clarifications, queries, and related correspondence for approval before
submission
2. Cost Estimation & BOQ Preparation
· Prepare cost estimates for M&E works, especially electrical and mechanical systems
· Analyze engineering drawings and project requirements
· Prepare material take-offs and Bill of Quantities (BOQ)
· Assess different technical and commercial options to support competitive pricing
3. Quotation & Vendor Management
· Prepare and send enquiries to suppliers, subcontractors, and vendors
· Review quotations received and check completeness of scope and pricing
· Clarify technical and commercial details with suppliers and subcontractors
· Prepare quotation comparisons and recommend suitable vendors for approval
4. Strategic Pricing & Market Review
· Monitor market conditions and cost trends
· Support strategic pricing to improve tender competitiveness
· Provide recommendations to management on pricing and tender strategy
5. Coordination & Communication
· Coordinate with clients, consultants, suppliers, subcontractors, and internal teams
· Attend pre-tender and post-tender meetings or presentations
· Handle tender clarifications and support negotiations with customers
6. Team Supervision
· Supervise, guide, and mentor subordinates in the Tender Section
· Review work prepared by team members to ensure accuracy and completeness
· Support team development and improve tender work efficiency
Other Responsibilities
· Maintain good relationships with customers, consultants, suppliers, and subcontractors
· Ensure proper filing and documentation of incoming and outgoing tender documents
· Follow up missing or incomplete information to avoid schedule delays
· Report any tender risks, incomplete information, or schedule concerns to management
· Support contract document preparation when required
· Perform other tasks as assigned by management

• Male (Preferred) or Female, Age between 38-45 years old.
• Thai Nationality
• Bachelor’s degree in Engineering, preferably Mechanical or Electrical Engineering
• At least 10 years of experience in tendering, estimation, M&E, utilities, infrastructure, or
construction projects
• Experience with main contractor or M&E contractor is an advantage
• Strong skills in cost estimation, BOQ preparation, and tender documentation
• Engineering License (Mechanical/ Electrical) Level 2 is preferred
• Good knowledge of mechanical and electrical systems
• Good computer skills, especially Microsoft Excel and Word
• Experience with Microsoft Project is an advantage
• Good command of written and spoken English
• Good communication, negotiation, and coordination skills
• Able to work independently and under pressure
